Please be informed that you can only export contacts but not emails from the Outlook.com.
To export contacts from the Outlook.com, go to https://people.live.com/ website and click on Manage > Export.
If you want to export emails and contacts, you will have to download and install the Windows Essentials email client. To download and install the Windows Essentials, refer to this link.
After installing the Windows Essentials, configure your account in the Windows Live Mail and refer to this link to export email, contacts, and calendars from Windows Live Mail.
If you need any further assistance let us know and we would be glad to assist you.

I tried that. It didn't work. I am still getting the same error message.

I even tried gmail's suggestion on going through POP3 settings and it said that the server denied access to my username and password. I'm seriously unhappy now. It's bad enough you won't let some of my trusted senders I've had for YEARS AND YEARS emails get through to my inbox (which by the way) is why I want to try a new provider yet you are preventing me from getting copies of my emails to a different provider. That is not okay. I feel like I am being forced to put up with missing IMPORTANT emails (for TWO MONTHS NOW) since you changed this site to "Outlook.com" and Microsoft doesn't care about serving their users and now that I want to export my email and contacts, Microsoft is denying gmail access to them so I feel like I am being kept hostage to a provider that doesn't care about their users. This is unacceptable. I expect immediate response to either this issue or my other issue of why you are not allowing certain contacts/safe senders emails to my inbox when I have tried EVERYTHING to get them to show up in my inbox (which is another post somewhere - AND the person who sent me a private message was extremely vague in his PM) instead of getting the run around that I am getting right now. I have had this account for over a decade and expect better treatment than this.

We apologize for the delayed response.
The error message mentioned in the post "This account cannot be imported right now. Please try again later. ...." as I can see appears when you try to import your Outlook.com account emails to Gmail thus failing the import.
You can refer this link and check if the troubleshooting steps help in resolving your issue.

Disclaimer: Using Third Party Software, including hardware drivers can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the use of Third Party Software can be solved. Using Third Party Software is at your own risk.
However, instead of trying to import the emails try connecting your Outlook.com account through Gmail, which will automatically import all the emails from your Outlook.com account. You will receive any option to add an account to Gmail using POP3. Even if you later delete your Outlook.com account from POP3 settings in Gmail your emails will not be removed.

Thank you for your reply. I have tried everything. Gmail sent suggestions regarding POP3 settings and I received an error that the server would not allow access to my user name and password (see immediate post above your reply). If Microsoft could contact me and fix the issues I am having with my email, I wouldn't be trying to change accounts so badly. I have had this account for over a decade now and everyone has my email address but Microsoft is not addressing nor helping me with my issues that I am having and doesn't seem to care at all that I am getting tons and tons of spam in my junk folder even though I have tons of rules set up (I don't think they work to be honest) and that there are now 5 senders that I am not receiving email from (the number seems to be increasing) which I have been receiving them for as long as I have had my account so I don't understand why they aren't getting through. I need someone in the higher up in the chain of command to contact me via private message to help me with my issues. This is getting tiresome. I do not have the physical ability to sit for long periods of time trying to figure out how to this, that and the other thing. I need someone who can contact me and get it done in one go. I don't know if it's because my email account extension is antiquated or what. I just need help. It's really draining me.

Since it is Gmail server that is not allowing access to Outlook.com to import or connect your Gmail account to Outlook.com therefore, only they can provide you the correct steps regarding this.
The only way to contact regarding your Outlook.com queries, is through Chat support or Microsoft Communities. Even through a private message we cannot connect or import your Gmail account into Outlook.com for your. You have to manually connect your accounts.
In the meantime you can use a Mail Client as mentioned by Harshavardhan Rathod on April 3, 2016 if you haven't yet tried it to save your emails. Download Windows Essential package from the link provided and add your Gmail Account to Windows Live Mail.
If this still does not work, let us know the exact error message you receive.

I have already tried to do that regarding Windows Live Mail and connect my gmail account but I can't get it to connect. I also can't seem to export my mail and contacts from Microsoft to it either. I have no clue what I am doing or how to figure it out or solve it. I honestly don't want to switch to gmail as I have had this account for a very long time but I am running out of options if this company cannot sort out my problem and fix my account.
As for the issue with my email and too much spam/junk mail and not receiving email from safe senders and contacts, I don't understand why it's going on. It's only since Microsoft changed the entire look from Hotmail to Outlook. It screwed up my email completely and since the "fix" to get my email from going into my deleted folder, I've been getting all the junk mail and spam in my junk folder even though I've set up rules and the safe senders emails aren't getting through. The majority is but as I said, several senders aren't coming through and those are important emails. This is aggravating. I am disabled and cannot sit for long periods of time to get this working. I feel as if I am hitting brick walls with Microsoft and support.

Exporting my email folders has been a nightmare! I've been trying for over a week now. As a self-employed individual, I tried Outlook because I had such a great experience with it when I was in Corporate. But this 'dumbed down' version is clunky, not very user friendly and is not nearly as functional as I need it to be. I've had this address for about 4 years and I've reluctantly decided to move over to gmail. My contacts exported fine, but Outlook's "Options" settings don't give me many "options", so I can't input the necessary information to export my emails.
Outlook is simply not very functional. By not providing this option to your users, you are sure to lose them FOREVER! I agree with MediaMomma - you're holding us hostage, and it's just bad business.

KNOCK KNOCK... hello?????????? Is there anyone out there who has any clue what to do??? I am getting tired of all the junk mail so I want to transfer all of my emails so I don't lose them to another email client. Why won't you help instead of running me around in circles? Better yet, sort out my issue with all of that junk mail and allow SAFE SENDERS to send me email and perhaps I will stay. I am giving it til the end of the month and if you've not sorted it, I guess I love 15 years of accumulated email. Thanks so much for all the frustration you have caused me in the past 6 months.

So what happens when 'Windows Essentials 2012 suite will reach end of support on January 10, 2017' ?

Why is ther no option within Outlook.com to Export a file of all emails and folders, so allowing one to create a 'local' backup, to elsewhere than the cloud. ... Not everyone has online access all the time, or slow, trust the Cloud.
